Local government and purity of the entrance. Is there a connection?
On December 18, NCC "Kazan" the first lesson mezhseminarskoe School of Public Policy (SHPP) in Tatarstan, passed in the form of round table "Local government as a social institution."

After opening on November 19 this year and the first seminar on the issues of federalism, the school as the next actual object of analysis selected local government, which stared at the round table on Saturday.

The roundtable participants, experts and guests are not just related to one of the main challenges in the development of IAS: raise legal awareness of citizens in this area. Continuing the conversation was about the fact that an ordinary person does not feel the connection between local government and the lift in her block. Director of the Republican Center for support of gifted children and youth RT Dmitry Tumanov even suggested Rimma Atlasovne create and elaborate a special program on television, Tatarstan, devoted to issues of local self-government.
Tatarstan Minister of Justice Midhat Kurmanov thought a lot about the difficulties of translation of the basic concepts discussed social institution:

- It's in the Russian language has the word "village", "s" and "settlement". But all the Tartar "village" - not without irony emphasized Midhat Mazgutovich.
Vice Rector for Research Almetyevsk Municipal Institute Vitali Grigoriev lamented the fact that during the round table was only superficially addressed the issue of private property, which is known to be key in local government.
Leading expert of the Moscow fund "Institute of Urban Economics," Mironov told Nina about the alienation of citizens from the power and noticed that people have no responsibility for the way we live, and there is no understanding of what a dirty staircase - it is our own choice, for which only respond ourselves. This statement caused a flurry of heated discussion and disagreement among the students.

In the end, after seven hours of discussion of the issue at the roundtable director SHPP RT Irina Terentjeva summarized:
- Today's debate once again proved how difficult is the institution of local self-government and that it needs further in-depth analysis.
Deputy Chairman of the State Council of Tatarstan Rimma Ratnikova, turning to the audience and guests of Tatarstan School of Public Policy, said:
- When it comes to local government on television, people switch channels when this newspaper, they throw it aside. And I am very glad that we are here with you for seven hours talking with interest about the topic.
